A house with no planets in it is not silent. It still has a sign on its cusp, and that is where the reading starts.
Every house has a sign, whether or not it has a planet
Ten bodies cannot occupy twelve houses, so empty houses are guaranteed. What is not guaranteed is that they are uninformative.
Each house begins at a specific degree of the zodiac, called its cusp, and that degree falls in a sign. So every house, occupied or not, carries a sign.
The planets show where the activity is concentrated. The cusp signs describe the whole field, including the parts where nothing is standing.
This is the first half of how empty houses get read. The second half is the house ruler technique, which follows directly from it and has its own article in this direction.
The Ascendant sets the sequence
The mechanical part, and it explains why the rising sign is weighted so heavily.
The Ascendant is the cusp of the first house. Every other cusp follows from it in zodiacal order.
So someone with Aries rising has Aries on the first, then Taurus, Gemini, Cancer and so on around the twelve, in the simplest case. Someone with Scorpio rising has Scorpio on the first, Sagittarius on the second, Capricorn on the third.
Two consequences worth stating.
The rising sign reorganises the entire chart. Not only the first house. Every area of life receives a different sign, which is why two people with identical planetary positions and different rising signs read very differently.
The pattern is systematic rather than arbitrary. Given a rising sign, the rest of the cusps follow, which means you can work most of them out from one piece of information.
What a cusp sign tells you
The interpretive content, and the logic is the same as for planets in signs.
The house identifies the area of life. The sign on its cusp describes the manner in which that area is approached.
Capricorn on the seventh cusp. Seventh house is partnership. Capricorn is cardinal earth: structural, serious, committed, slow. So partnerships approached with seriousness, a preference for commitment and durability, possibly caution about entering them.
Gemini on the tenth cusp. Tenth house is career and public standing. Gemini is mutable air: communicative, varied, adaptable. So a public role involving communication, variety, possibly more than one occupation.
Pisces on the second cusp. Second house is resources and values. Pisces is mutable water: receptive, diffuse, boundaryless. So a relationship with money and possessions that is fluid rather than fixed, and less structured than most.

Houses are not equal in size
The fact that generates everything unusual in this area.
In Whole Sign and Equal House, every house is exactly 30 degrees. In most other systems, including Placidus, which is the common default, houses vary considerably in size.
Why they vary is geometric. These systems divide the sky by time or by space in ways that produce uneven results depending on latitude and the angle of the ecliptic to the horizon.
Three consequences.
Some houses are wide. A house spanning 45 degrees contains a full sign and parts of two others.
Some are narrow. A house spanning 15 degrees may sit entirely within one sign.
The effect increases with latitude. Charts cast for high latitudes show far more distortion than those near the equator, and at extreme latitudes some systems break down entirely. That is covered in the article on house systems.
This unevenness is the reason interceptions exist.
Interceptions and duplicated signs
The configuration that confuses people, and it has a clean explanation.
If a house is wide enough, a whole sign can fall inside it without touching either cusp. That sign is intercepted.
Because the twelve houses and twelve signs must still correspond overall, an interception always comes with a duplication. Some other sign appears on two consecutive cusps, and interceptions come in pairs on opposite sides of the chart.
How practitioners read it varies, and the common interpretations are these.
An intercepted sign is present but less accessible. Its qualities operate in that house without being the first thing encountered, since the cusp sign sits in front of it.
Its ruler is still active. The intercepted sign has a ruling planet, and that planet's placement matters, so the material is not absent.
A duplicated sign spreads its ruler thinner. One planet answering for two houses is doing more work.
One thing to hold about all of this: interceptions are a product of the house system. Switch to Whole Sign and they vanish entirely, because every house is one sign. That does not make them meaningless within the systems that produce them, and it does mean they are a feature of a chosen method rather than of the sky.
Where the cusp sign leads
The reason this sub-topic exists, and it is not for its own sake.
The cusp sign's main function is to identify the house ruler. The sign on a house cusp has a ruling planet, and that planet becomes the significator for that house's affairs.
So the chain runs: house gives the area of life, cusp sign gives the manner and names a ruler, and the ruler's own placement describes how that area actually plays out.
A worked example. Seventh house is partnership. Capricorn on the cusp gives a serious, structural approach and names Saturn as ruler. Saturn sits in the tenth house in Libra. So partnership connects to career and public life, conducted in a Libran manner.
