Haanel borrows his definition straight from the laboratory. Chemistry studies the changes material things undergo under various influences. Mental chemistry, he says, is the science of changing conditions - the changes that happen "through the operations of the mind."
Notice the word he chose: conditions. Not moods, not inner states. He means the texture of a life - health, work, money, the people around you, the room you wake up in.
And notice what he brings over from chemistry along with the name. A chemist does not hope for results. She combines known materials in a known order and gets what that combination yields. Haanel's claim is that the mind produces its results "in a like manner": by orderly combination, which can be studied like any other science.
